THE PROCESS

DOTE has developed a plan to improve the north-south section of Central Parkway between Plum and Liberty streets. The project is following ODOT’s five-phase Project Development Process:

  • Planning Phase

  • Preliminary Engineering

  • Environmental Engineering

  • Final Engineering and right-of-way acquisition (if necessary)

  • Construction

The Project is currently in the Preliminary Engineering Phase of the plan.

 

The Preliminary Engineering Phase, initiated in 2023, included an online survey, in-person public open houses, and virtual sharing of materials for the public to contribute their input on the project.

NEXT STEPS

Moving forward, the project team will investigate potential issues in the area and further the design of the preferred alternative. DOTE is currently advancing this project in a phased approach, beginning with the detailed design of the improvements from Ezzard Charles Drive to Liberty Street.

THE PREFERRED ALTERNATIVE PLAN

A Preferred Alternative was presented at a public meeting in October of 2023. Following a public comment period, the City finalized the Preliminary Design Report. The final alternative presented in the final preliminary design report underwent minor modifications following the public meeting.

During construction, DOTE expects the traffic impact for motorists to be minimal. DOTE construction management staff will always be on site during construction and will coordinate construction activity with all bordering property owners, businesses and operators, and residents as needed.

CONSTRUCTION TIMING

The bulk of project planning and related work (such as detailed engineering, property acquisition and utility relocations) cannot be completed until a Preferred Alternative has been identified. Following identification of the preferred alternative, the bulk of construction will be performed shortly after designs are finalized and will be completed over the course of a 16-month period.
